Elisa Carter began her career in health care as a Registered Nurse and Nurse Anesthetist in Suriname and later at Rotterdam and Amsterdam, the Netherlands. After completing management leadership courses for executives in health care, she attained managerial positions in several academic hospitals.
Throughout her executive career she has held a number of key positions including Manager of Intensive Care, Surgery and Operating Rooms at Vrije University of Amsterdam Medical Center. In the early eighties as director of the Nursing Sector in The VU she was responsible for the program of requirements for the construction of the clinic for outpatient treatment and the transformation of the department for First Aid into a full-fledged Emergency Department. As a pioneer in the IT she lead the introduction process of the first nursing information system (VISY) in the VU.
She accepted the challenge to become Manager of the Health Department of the Province Brabant (GGD Brabant Noord-Oost) which provides general health, prevention, epidemiology and public health services and she was the CEO of RIAGG Maastricht, a Community Mental Health Center, providing a full range of outpatient behavioral health care and public mental health services in an urban region.
Until May 2013 she held the position of CFO and member of the board of the Erasmus University Medical Centre in Rotterdam. She was responsible for the financial strategy and controlling, Information Technology, as well as critical care facilities.
She was also responsible for the largest building project in the Netherlands: The Erasmus Medical Center, hospital complex for the 21st century.
In 2009 and 2010 she was commissioned by the Council for Health of Curacao and the Netherlands to lead the process of restructuring healthcare policy and for the construction of a new hospital on Curacao.
In her current role in Suriname she is the contact manager for Development Banks who are willing to finance healthcare projects. In addition to this paragraph, she may offer advice to the government of Suriname
Beside her executive roles Elisa Carter holds several key advisory positions. She is a member of the Netherlands Council for Health Care and Policy (RVZ). This independent advisory body was instituted by Royal Decree in 1995 and advises the government on public health, health care and policy. The RVZ is considered the most important advisory body in health care in the Netherlands.
She is also a member op the supervisory board of ZonMW, The Netherlands organization for Health Research and Development. ZonMw is the commissioning agency for the Ministry of Health, Welfare and Sports (VWS) and the Netherlands Organization for Scientific Research (NWO).
In 1995, she completed her Master in Business Administration degree (MBA) at Bradford University, UK. She has followed continuing education courses in financial strategic and managerial skills at NIMBAS / Bradford and Harvard University in the years that followed. Education in Integral Hospital Property Management she obtained the knowledge to evaluate any program of requirements as well as the design and the construction process of hospitals.
Further, executive training in finance and equity by the Focus Corporation and recently completed executive education in Value Measurement for Health Care, and education on Leading High Performing Healthcare Organizations at Harvard Business School Boston (HBS) in The USA have contributed to her success in the executive health care field.
In 2010, 2011 and 2012 Elisa Carter was named one of the 100 most influential health care Executives in the Netherlands and the highest ranked female Executive in Behavioral Health Care.
